PBB perlu segera Menyiasat JENAYAH perang dalam Konflik ISRAEL-GAZA - Amnesty ANTARABANGSA . . .

Srikandi גבורה Amnesty International (AI) menggesa PBB utk segera mandat siasatan antarabangsa yang bebas ke dlm serangan udara Israel ke atas Gaza dan juga serangan sembarangan Palestin Israel, dan tahan bertanggungjawab mereka yang bertang-gungjawab untuk jenayah perang.

Walaupun tuntutan oleh Israel yang beroperasi "Perlindungan Edge", dilancarkan ‘launched’ 8 Jun, mensasarkan militan Hamas, kebanyakan lebih daripada 100 rakyat Palestin terbunuh dalam serangan udara di Gaza adalah orang2 awam, berkata ‘says’ Amnesty, sambil menambah bahawa sekurang-kurangnya 24 kanak2 dan 16 wanita adalah antara kecederaan.

Pada masa yg sama, sekurang-kurangnya 20 orang di Israel telah cedera oleh serangan roket dari wilayah Palestin, menurut pemantau hak asasi manusia, menyeru PBB utk menubuhkan sebuah "misi mencari fakta ke Gaza dan Israel utk menyiasat pelanggaran undang-undang kemanusiaan antarabangsa dengan semua pihak kepada konflik. "

"Tindakan yang pantas PBB diperlukan sebagai kehidupan meragukan," kata Philip Luther, Pengarah di Timur Tengah dan Afrika Utara Program di Amnesty International. "Masyarakat antarabangsa tidak harus mengulangi kesilapan sebelum ini, berdiri dan menonton kesan buruk untuk orang awam bagi kedua-dua belah pihak."

Amnesty International (AI) has urged the UN to urgently mandate an independent international investigation into Israeli airstrikes on Gaza as well as Palestine’s indiscriminate shelling of Israel, and hold accountable those responsible for war crimes.


Despite claims by Israel that its operation “Protective Edge”, launched June 8, targets Hamas militants, most of more than a hundred Palestinians killed in airstrikes on Gaza are civilians, Amnesty says, adding that at least 24 children and 16 women were among the casualties.

Simultaneously, at least 20 people in Israel have been wounded by rocket attacks from Palestinian territories, according to the human rights watchdog, calling on the UN to set up a “fact-finding mission to Gaza and Israel to investigate violations of international humanitarian law by all parties to the conflict.”

“Swift UN action is needed as lives hang in the balance,” said Philip Luther, Director of the Middle East and North Africa Program at Amnesty International. “The international community must not repeat previous mistakes, standing by & watching the devastating consequences for civilians of both sides.”

Pengampunan melihat sekatan senjata kepada Israel dan semua kumpulan tentera Palestin sebagai satu cara mencegah keganasan yang semakin meningkat lagi.

"Sementara menunggu seperti sekatan ke semua negeri mestilah dengan segera meng-gantung semua pemindahan peralatan ketenteraan, bantuan dan senjata untuk pihak-pihak, yg tlh gagal utk menyiasat pelanggaran yg dilakukan dlm konflik sebelum ini, atau membawa mereka yang bertanggungjawab ke muka pengadilan," kenyataan rasmi Pengampunan itu berbunyi.

Serangan di rumah-rumah, dilakukan sebagai sebahagian daripada operasi ketenteraan Israel, adalah merupakan perkara yang membimbangkan khususnya kepada kumpulan hak asasi manusia. Pesuruhjaya Tinggi Hak Asasi Manusia PBB, Navi Pillay, pada hari Jumaat mempersoalkan kesahihan serangan seperti itu.

Israel telah berhujah bahawa semua sasaran di Semenanjung Gaza adalah sama ada kemudahan tentera atau rumah militan Hamas.

Amnesty sees arms embargo on Israel and all Palestinian military groups as a means of preventing the violence escalating further.

“Pending such an embargo, all states must immediately suspend all transfers of military equipment, assistance and munitions to the parties, which have failed to properly investigate violations committed in previous conflicts, or bring those responsible to justice,” Amnesty's official statement reads.

Strikes on homes, performed as part of Israel’s military operation, are a matter of particular concern to human rights groups. The UN High Commissioner for Human Rights, Navi Pillay, on Friday questioned the legality of such attacks.

Israel has argued that all targets in the Gaza strip are either military facilities or are homes of Hamas militants.

"Dalam kes keraguan, bangunan biasanya digunakan utk tujuan awam, seperti rumah, adalah dianggap tidak menjadi sasaran tentera yang sah," Timbalan Libi, jurucakap Pasukan Pertahanan Israel (IFD)  memberitahu RT pada hari Khamis.

Pengawas hak asasi manusia mahu bukti bahawa 340 unit rumah, musnah di Gaza, telah benar-benar digunakan untuk tujuan ketenteraan.

"Melainkan jika pihak berkuasa Israel boleh memberikan maklumat tertentu untuk menunjukkan bagaimana rumah adalah digunakan untuk memberi sumbangan yang berkesan untuk tindakan ketenteraan, sengaja menyerang rumah awam merupakan jenayah perang dan juga jumlah hukuman kolektif terhadap keluarga," kata Luther Amnesty itu.

"Tembakan roket sembarangan, yg tdk boleh ditujukan tepat pd sasaran ketenteraan, adalah satu jenayah perang, termasuk sengaja mensasarkan orang awam," katanya. "Tidak ada alasan utk sama ada sebelah gagal utk melindungi orang awam, termasuk wartawan, medik dan pekerja kemanusiaan, atau kemudahan awam."

"In case of doubt, buildings ordinarily used for civilian purposes, such as homes, are presumed not to be legitimate military targets,” Libi Vice, spokeswoman for the Israel Defense Forces (IFD) told RT on Thursday.

Human rights watchdogs want proof that 340 housing units, destroyed in Gaza, were actually used for military purposes.

“Unless the Israeli authorities can provide specific information to show how a home is being used to make an effective contribution to military actions, deliberately attacking civilian homes constitutes a war crime and also amounts to collective punishment against the families,” said Amnesty's Luther.

“Firing indiscriminate rockets, which cannot be aimed accurately at military targets, is a war crime, as is deliberately targeting civilians,” he added. “There can be no excuse for either side failing to protect civilians, including journalists, medics and humanitarian workers, or civilian facilities.”

Amnesty International juga menggesa Israel dan Mesir untuk "memastikan bahawa jumlah yang cukup bekalan perubatan dan kemanusiaan dibenarkan masuk ke Gaza". Perkhidmatan penjagaan kesihatan di rantau ini telah di ambang keruntuhan kerana kekurangan bekalan, Pertubuhan Kesihatan Sedunia sebelum ini memberi amaran ‘warned’.

Jumaat menyaksikan ribuan aktivis di London dan Oslo membantah ‘protesting’ ter-hadap serangan Israel di Gaza. Penganjur perhimpunan besar-besaran berkata rakyat Palestin menghadapi "melambung ngeri perkauman dan keganasan" di tangan IDF.

Amnesty International has also called on Israel and Egypt to “ensure that sufficient amounts of medical and humanitarian supplies are allowed into Gaza”. Healthcare services in the region have been on the brink of collapse due to shortages of supplies, the World Health Organization earlier warned.

Friday saw thousands of activists in London and Oslo protesting against Israeli strikes in Gaza. Organizers of the massive rallies said Palestinians are facing “a horrific escalation of racism and violence” at the hands of the IDF.
